Synopsis:

Authorizing specified bonds, notes, or other obligations used for specified purposes in connection with specified school facilities in Baltimore City to be payable from revenues and receipts from a specified beverage container tax or specified other revenues; prohibiting specified revenues and receipts from being irrevocably pledged in a specified manner; making the obligation to make specified payments from specified revenues and receipts subject to an annual appropriation by the Mayor and City Council of Baltimore City; etc.
