Requiring a person to be licensed by the Public Service Commission to engage in the business of providing solar water heating services as a solar water heating utility provider in Prince George's County; establishing specified application and other requirements for becoming a provider; authorizing a provider to request a solar water heating utility biller to provide specified billing services; requiring a biller to provide specified billing services under specified circumstances; etc.
