Synopsis:

Proposing an amendment to the Maryland Constitution to require the Governor to present a legislative districting plan and any revision to the plan to the public for review and comment for a period of time, as specified; requiring the Governor to present a congressional districting plan to the public for review and comment for a period of time, as specified; requiring the Governor to post the plans on the State's Web site; making specified provisions of the Act contingent on the passage and ratification of a constitutional amendment; etc.
