Synopsis:

Requiring a motor scooter or a moped in the State to be titled by the Motor Vehicle Administration; requiring the Administration to issue a permanent decal to the owner of a motor scooter, a moped, or an off- highway recreational vehicle; establishing a fee for a title issued for a motor scooter, a moped, or an off-highway recreational vehicle; prohibiting a person from operating or riding on a motor scooter or an off-highway recreational vehicle unless the person is wearing protective headgear; etc.
