Establishing the crimes of and penalties for causing a life threatening injury by motor vehicle or vessel while intoxicated, intoxicated per se, or under the influence of alcohol, drugs, or a controlled dangerous substance; establishing the crimes of and penalties for homicide by motor vehicle or vessel while under the influence of drugs or a controlled dangerous substance; increasing the fine for homicide by motor vehicle or vessel while intoxicated from $3,000 to $5,000; etc.
