Property Tax - Assessment Freeze for Elderly Homeowners

Synopsis:

Prohibiting an increase in the property tax assessment of qualifying owner-occupied residential real property owned by an individual who is at least 65 years of age and whose income is less than $50,000, except under specified circumstances; requiring the Department of Assessments and Taxation to adopt regulations; providing for the Act to apply to assessments for taxable years beginning after July 1, 1997; etc.
