Synopsis:

Allowing the head of a unit of State government to waive the application of a regulation if the waiver is in the best interests of the people of the State; prohibiting the head of a unit of State government from waiving a statutory right, duty, entitlement, privilege, or mandate even if represented or stated in a regulation; allowing the waiver of a regulation to be on the initiative of a unit head or by request of a person to which a regulation applies; etc.
