Synopsis:

Providing that the amount that determines whether the District Court has jurisdiction in these cases shall be exclusive of costs and interest; and providing that the amount that determines whether the District Court and a trial court of general jurisdiction have concurrent jurisdiction in specific cases shall be exclusive of costs and interest.
