Synopsis:

Ensuring that each county in the State shall be represented by at least one resident delegate in the House of Delegates; requiring that in a legislative district comprising three or more counties, delegates may not be residents of the same county within the district; permitting an increase in the size of the House of Delegates under limited circumstances; providing for the election of one or more additional delegates under limited circumstances; etc.
