Vehicle Laws - Refusal to Issue a Certificate of Title - Specific Information or Documents

Synopsis:

Altering the circumstances under which the Motor Vehicle Administration shall refuse to issue a certificate of title so as to require refusal to issue if the Administration has specific information or documents indicating, rather than reasonable grounds to believe, that the applicant is not the owner of the vehicle, issuance of the certificate would be a fraud against another person, or the vehicle does not comply with motor vehicle emissions requirements.
