Entitled:
Football Stadium at Camden Yards - Prohibition on Construction

Synopsis:

Prohibiting the expenditure of public funds in any fiscal year for the construction of a new football stadium at Camden Yards in Baltimore City unless the Secretary of Education certifies that school construction projects in each county are either funded or substantially completed for that fiscal year and that no school in the State has a student enrollment that exceeds 110 percent of the physical capacity of that school.
