Altering the formula for the calculation of the amount of highway user revenues distributed to Baltimore City; applying to Baltimore City the highway user revenue formula applicable to counties that is based on highway mileage and registered vehicles; requiring Baltimore City to make an annual report regarding highway mileage to the State Highway Administration; etc.
