Synopsis:

Requiring a license for the sale or distribution of smokeless tobacco; prohibiting the sale or distribution of smokeless tobacco under specified circumstances; establishing the terms and requirements for licensees; authorizing the Comptroller to adopt regulations; authorizing the Comptroller to deny, suspend, or revoke a license; requiring notice and hearing for actions taken by the Comptroller concerning an applicant or licensee; and establishing a penalty for a violation of the subtitle.
