Synopsis:

Adding Anne Arundel County to the list of counties that are authorized to create special taxing districts for developing and financing infrastructure improvements such as parking areas, libraries, and schools; and authorizing Anne Arundel County to impose ad valorem or special taxes and to issue bonds for developing and financing the infrastructure improvements; removing certain limitations on the issuance of certain bonds by Montgomery County; etc.
