Creating a State Debt not to exceed $375,000, with a matching fund requirement, as a grant to the County Executive and County Council of Baltimore County for capital improvements in a defined geographic area contained in the Eastern Baltimore County Revitalization Strategy to include extensions of sewer and water services, road improvements, street landscaping and signs, and other improvements.
