Creating a State Debt not to exceed $200,000, with a matching fund requirement, as a grant to the Board of Directors of the Clipper Park Arts Center, Inc. for the construction of a replacement building and the repair and renovation of existing buildings in the historic Clipper Industrial Park, for the purpose of providing affordable studios for artists and craftsmen and their apprentices, as well as educational areas, galleries, and meeting space; etc.
