Synopsis:

Prohibiting a person from conducting a business that operates a motor vehicle for hire in the State unless the person holds a passenger-for-hire permit issued by the Public Service Commission; prohibiting, with a certain exception, a person from operating a motor vehicle for hire in the State unless the person holds a for-hire driver's license issued by the Public Service Commission; allowing a county or municipality to elect to license taxicab drivers who drive cabs that are based in that county or municipality; etc.
