Creating a State Debt not to exceed $1,200,000, with a matching fund requirement, as a grant to the Board of Directors of Union Hospital, Inc. for the planning, design, and construction of, and for the provision of capital equipment for, an expanded birthing center with a focus on developing a comprehensive perinatal program, to be located at 106 Bow Street in Cecil County.
