Synopsis:

Creating a State Debt not to exceed $300,000, with a matching fund requirement, as a grant to the Board of Directors of Fair Chance, Inc. for the planning, design, construction, and furnishing of buildings in Baltimore City for use for programs for low income people; requiring the grantee to convey a historic easement to the Maryland Historical Trust; and prohibiting the grantee from using the funds for sectarian religious purposes.
