Synopsis:

Requiring that a person who files a claim against specified licensed or certified professionals file a certificate of a qualified expert; specifying the contents of a certificate of a qualified expert; providing that a certificate of a qualified expert shall be filed within 90 days of the filing of the claim; providing exceptions; and establishing who is eligible to serve as a qualified expert.
