Synopsis:

Requiring the Secretary of Budget and Fiscal Planning to include criteria in specified procurement documents relating to the State Employee and Retiree Health and Welfare Benefits Program to ensure that reimbursement levels provided to providers of services under the Program are reasonable and competitive and ensure that providers are adequately compensated for services, expenses, and a fair profit.
