Controlled Dangerous Substances - Minors - Mandatory Penalties

Synopsis:

Establishing a mandatory penalty of not less than 10 and not more than 20 years imprisonment or not more than a $20,000 fine or both for a person convicted of hiring, soliciting, engaging, or using a minor to manufacture, distribute, or deliver a controlled dangerous substance in sufficient quantity to indicate an intent to distribute, unless those activities have a lawful purpose; specifying that neither the sentence nor any part of it may be suspended, and that the person is ineligible for parole, as specified; etc.
