Creating a State Debt not to exceed $200,000, with a matching fund requirement, as a grant to the Board of Directors of the Prisoners Aid Association of Maryland, Inc. for the repair, renovation, and equipping, including restoration of the mechanical, electrical, and plumbing systems, of properties located in Baltimore City, to be used as emergency shelters for ex-offenders and the homeless of Baltimore City.
