Synopsis:

Establishing the Maryland School Resources Conservation Program as a method of allowing parents or guardians to choose a public or nonpublic school for their children and receive educational assistance to do so; establishing a commission to administer the program and issue grants; establishing a method for raising money for the program; and generally relating to alternative education for parents or guardians without financial resources to do so independently.
