Synopsis:

Providing for a plan of severance incentives to be offered only during a certain period; requiring the Governor to eliminate 1,500 positions in a certain fiscal year; requiring the Governor, in consultation with the Secretary of Budget and Fiscal Planning, to direct units in the Executive Branch of State government to develop a proposal for reorganization and to specify the number of positions to be eliminated in each of those units; etc.
