Synopsis:

Repealing the requirement that the Governor approve parole for inmates at facilities of the Division of Correction or eligible persons at the Patuxent Institution who have served at least 20 years of imprisonment; giving the Board of Review the exclusive authority to parole eligible persons who have served at least 20 years at the Patuxent Institution; giving Maryland Parole Commission the exclusive authority to grant parole to certain inmates who have served at least 20 years at a facility of the Division of Correction; etc.
