Synopsis:

Allowing retesting of specified motor vehicles under the Vehicle Emissions Inspection Program at certified repair facilities; establishing licensing, qualification, and sanction of certified repair facilities by the Motor Vehicle Administration (MVA); establishing registration, examination, and sanction of master certified emissions technicians by the MVA; allowing the MVA to establish standards for certified repair facilities and master certified emissions technicians by regulation; etc.
