Synopsis:

Creating a State Debt not to exceed $250,000, with a matching fund requirement, as a grant to the House of Mercy Center for the planning, design, construction, and equipping of a building that will house a health clinic and provide family and community support services, day care and after school programs for children, pre-employment training, housing counseling, and other associated services for the poor and needy in Baltimore City; and prohibiting the use of the funds for sectarian religious purposes.
