Synopsis:

Requiring the Secretary of Personnel to allow five preference points in specified competitive examinations to residents of the legislative district in which the Baltimore City Juvenile Justice Center is located, and the portion of adjacent districts within Baltimore City, for positions at the Center if the unemployment rate in Baltimore City is more than one and one-half times the State average.
