Requiring that the Racing Commission appoint additional employees or agents at the expense of the State; prohibiting a racing licensee from holding live racing that requires the use of artificial lighting to illuminate the racing surface; allowing the Bowie Race Course Training Center not to operate as a thoroughbred training facility under specified conditions; etc.
