Synopsis:

Decriminalizing vehicle offenses for which a period of incarceration is not provided; providing that a defendant in a civil offense under the Maryland Vehicle Law is entitled to specified rights and that the burden of proof and evidentiary standards applicable to criminal cases shall apply; providing provisions relating to proceedings in various courts to reflect the decriminalization of applicable offenses; etc.
