Synopsis:

Amending the Constitution of Maryland to provide for the Initiative; recognizing the power of the people to petition to a vote a proposal to add to, amend, and repeal the Constitution or the public general law under specified circumstances; prescribing requirements for the petitioned proposal; specifying that initiated proposals which are adopted may not be changed or repealed within 2 years except under specified circumstances; and specifying the related powers and duties of the Secretary of State.
