Synopsis:

Requiring the Home Improvement Commission to keep records of civil penalties; providing an exception from the license requirement for telephone solicitors, canvassers, or representatives of contractors; and requiring the Commission to impose a specified civil penalty on a person who is not licensed under the home improvement law and who violates the home improvement law.
