Requiring the Secretary of Transportation to develop strategies for greater privatization of MTA services; allowing nonbinding arbitration in grievances and binding arbitration in labor disputes involving the Maryland Transit Authority and the Washington Metropolitan Area Transit Authority; providing for concurrence by the Commonwealth of Virginia and the District of Columbia; etc.
