Establishing a Rubble Landfill Remediation Trust Fund; requiring that
owners of rubble landfills pay an annual fee by September 1 of each
year; restricting the amount of the annual fee to $5,000 per rubble
landfill site; requiring that the fee be paid into the Fund;
specifying the use of the Fund; authorizing the Secretary, with the
approval of the Board of Public Works, to award a grant to cover
specified remediation costs; authorizing the Department to adopt
regulations; etc.
