Children in Need of Assistance - Drug-Addicted Babies

Synopsis:

Altering the definition of "child in need of assistance" (CINA) to include under specified circumstances children born addicted to or dependent on specified controlled dangerous substances or born with a significant presence of specified controlled dangerous substances in the blood; requiring the juvenile court to hear and rule on specified CINA petitions within 30 days; establishing a rebuttable presumption that it is in the best interest of a child to terminate the natural mother's parental rights under specified circumstances; etc.
