Requiring that regulations adopted by the Secretary of Labor, Licensing, and Regulation allow an employing unit with 25 or fewer full-time equivalent employees to pay an estimated contribution for a calendar year; specifying the amount of the estimated contribution; and providing for the manner of payment and adjustment of the estimated contribution.
