Synopsis:

Creating a Health Benefits Appeals Board in the Maryland Insurance Administration; requiring the Maryland Insurance Commissioner to employ licensed medical staff for the Appeals Board; authorizing individuals to file an appeal with the Appeals Board concerning any limitation on or denial of coverage for health benefits from a carrier; requiring the Appeals Board to hear and rule on an appeal within 2 weeks from the date of the filing of the appeal; requiring the Commissioner to collect a $200 health benefits appeals fee; etc.
