Creating a State Debt not to exceed $300,000, with a matching fund requirement, as a grant to the Board of Directors of St. James Academy, Inc. for the repair, renovation, reconstruction, expansion, and equipping of a building located at 1008 West Lafayette Avenue in Baltimore City, the building to be used as a school for a diverse group of children from ages 4 through 10 years, in kindergarten through fifth grade; requiring the granting of a historic easement; and prohibiting the use of funds for sectarian religious purposes.
