Elementary and Secondary Education - Limiting Costs of Mandates

Synopsis:

Preventing any bylaw, rule, or regulation that requires county boards of education to expend additional funds in excess of a specified amount from taking effect unless specified conditions are present; preventing specified programs initiated by the State Board of Education from taking effect unless specified conditions are met; and requiring the Department of Fiscal Services to determine the projected cost of implementing a bylaw, rule, or regulation.
