Child Sexual Offenses - Death Penalty

Synopsis:

Imposing the death penalty, under certain circumstances, on any person who commits a sexual offense involving a child under 16 years of age who is not related by blood, marriage, or adoption to that person; providing that the penalty for such an offense be imprisonment for life unless the State provides certain notice to the defendant; providing that the penalty for such an offense be life imprisonment without the possibility of parole under certain circumstances; etc.
