Creating a State Debt in the amount of $3,000,000, with a matching fund requirement, for use by the Washington Suburban Sanitary Commission for the purchase, repair, renovation, rehabilitation, reconstruction, expansion, and construction of the water and sewerage systems in the community of Marlboro Meadows in Upper Marlboro, Prince George's County, and for the connection of the systems to the Commission's water and sewerage systems.
