Election Laws - Judges of Election - Declines

Synopsis:

Allowing a certain number of election judges to be "declines" if the number of judges for a precinct is 8 or more; defining a "decline" as a voter who has declined to affiliate with a political party; requiring a board of supervisors of elections to first make an effort to appoint as election judges registered voters who belong to the majority party or the principal minority party; etc.
