Vehicle Emissions Inspection Program - Voluntary Dynamometer Testing - Incentives

Synopsis:

Extending through May 31, 1997, a prohibition against requiring specified tests and inspections under an enhanced Vehicle Emissions Inspection Program; requiring the MVA, in consultation with the Secretary of the Environment, to develop and offer an incentive program designed to encourage voluntary submission to transient mass-emission testing utilizing the IM 240 driving cycle; describing the types of incentives that may be included in the program; etc.
