Creating a State Debt not to exceed $700,000, with a matching fund requirement, as a grant to the Board of Directors of the Lyric Foundation, Inc. for the expansion and equipping of the stage and for the construction and equipping of dressing rooms, offices, multiple use facilities, and an elevator at the Lyric Opera House in Baltimore City; and requiring the grantee to grant and convey an easement over the property to the Maryland Historical Trust.
