Creating a State Debt not to exceed $250,000, with a matching fund requirement, as a grant to the Board of Trustees of the Strathmore Hall Foundation, Inc. for the completion of the expansion and renovation of, and for the provision of capital equipment for, the Strathmore Hall Arts Center in Montgomery County; and requiring the grantee to grant and convey a historic easement to the Maryland Historical Trust.
