Private Property Rights - Infringement - Compensation

Synopsis:

Giving an owner of private property a cause of action against a State agency if the application of a statute, regulation, guideline, or policy issued by the State agency infringes on the owner's right to private property and reduces the fair market value of the affected portion of the property by 75% or more; providing that a private property owner may recover a sum of money to compensate for the reduction in the fair market value of the affected portion of the property; etc.
