Creating a State Debt not to exceed $300,000, with a matching fund requirement, for a grant to the Board of Directors of the Union Baptist Church, Inc. for the planning, design, construction, and equipping of a new child care facility, to be located at 1201-1217 Druid Hill Avenue in Baltimore City, to be used for the Head Start program; and prohibiting the use of the grant or matching funds for sectarian religious purposes.
