Delaying termination of changes to the workers' compensation benefit structure for permanent partial disability in order to continue to exempt the loss of the thumb, fingers, and great toe from the lower tier of benefits; and altering the membership of the Joint Committee on Workers' Compensation Benefit and Insurance Oversight.
