Creating a State Debt not to exceed $1,000,000, with a matching fund requirement, as a grant to the Harford Community College for the planning, design, conversion, repair, renovation, rehabilitation, reconstruction, construction, and equipping of the Higher Education and Applied Technology (H.E.A.T.) Center facility and the parking lot, located at Harford Community College, to be used for higher education in general and for advanced technology courses specifically.
